The FY 811 Active Line Captain selection Board reported out on 1 March 1983. Vice Admiral
Thunman was President of the Board, with Rear Admirals Burkhart and Carter the other submarine
members. 67 submariners were in the zone; 45 were selected, for a 67% selection opportunity. One
above-zone and 3 below-zone submarine officers were selected.
